Replace hardcoded bouncer key with SealedSecrets in both crowdsec
and ingress namespaces. CrowdSec LAPI pre-registers the bouncer
via BOUNCER_KEY_ingress env var, ingress-nginx reads the same key
from its namespace's secret.
