- Add optional: true to secretKeyRef so ingress pods start without
  the bouncer key (CrowdSec deploys after infrastructure)
- Move ingress bouncer SealedSecret to crowdsec app (creates in
  ingress namespace when CrowdSec deploys)
- Ingress starts without CrowdSec, bouncer activates after secret appears
