k.rennerandClaude Opus 4.7 5cb2648fe8 fix: Wait for OBC Bound in infrastructure-ceph-cluster ...

kstatus doesn't recognize ObjectBucketClaim phase (OBC has no
status.conditions), so Flux's wait:true returned Ready even while
OBCs were still Pending. Add a CEL healthCheckExpr that blocks
until status.phase == Bound — this gates paperless-db and
authentik-db on the RGW bucket actually being provisioned.
