- Change FluxCD git URL from git@ to gitea@ (Gitea uses 'gitea' user)
- Split Rook-Ceph into operator (infrastructure/) and cluster
  (rook-ceph-cluster/) with FluxCD dependency ordering so CRDs exist
  before CephCluster and StorageClass resources are applied
