k.rennerandClaude Opus 4.7 28bcd60810 ci(tofu): add TOFU_TARGET knob to plan + apply ...

Space-separated list expanded into -target=<resource> flags, mirroring
the existing TOFU_REPLACE pattern. Lets a manual run scope plan/apply
to a subset (e.g. TOFU_TARGET="module.registry_mirror") so unrelated
state drift doesn't get rolled in.
