claude-bot 027b0831ed feat(bootstrap): let vmtest run the whole bootstrap, not just the Talos half
The phase stopped after the Talos phase, which is the part that needs nothing but
the machines and can therefore run unattended. VMTEST_FULL=1 continues into flux
and wait-apps instead — the same code a real rebuild runs, against VMs.

It is opt-in because it needs two things the Talos half does not: GITEA_TOKEN,
and a branch for `flux bootstrap` to commit its sync manifests into. That branch
has to exist already and must not be master, so the phase refuses to start
otherwise rather than discovering it after the VMs are up.

Nothing else changes: the phase still sets the site variables and falls through
into the real phases rather than reimplementing them, and the teardown still runs
whatever happens.
