Found by the edge-1 reboot test: networkd fails the ENTIRE can0 configuration on the unsupported restart-ms option ('Device doesn't support restart from Bus Off') and never raises the link. This — not the earlier socket-race theory — was the real cause of every 'off (failed)'. Already deployed; two reboots verified: can0 comes up unattended, open3e error-free from boot.

networkd fails the entire can0 configuration on the unsupported option
("Device doesn't support restart from Bus Off") and never raises the
link — found by the reboot test; this, not a socket race, was also the
afternoon's "off (failed)". Bus-off recovery falls to open3e's service
restart loop.
