Details 
The ssh-ca role installs the claude-bot sudo rules into /etc/sudoers.d,
which a base system without sudo does not have.

Details 
The edge-host base install has no sudo, so /etc/sudoers.d is missing and
the sudoers template fails. DSM keeps its own sudo and is skipped.
