What: add --compressed-caching=false to the kaniko call in .woodpecker/build-paperclip.yml.

Why: pipeline 11717 (merge of #1075) failed: step build-paperclip exit 137 at the 8Gi limit (LimitRange max) during the server build, ~13 min in. Kaniko keeps compressed layer tarballs in memory next to the 4 GiB Node heap; this flag is kaniko's documented memory mitigation. No image was pushed, so Flux and the Paperclip pod are unchanged (still upstream nightly).

Verified: 4-line diff, lint via PR CI. The real proof is the post-merge build; I check it and the rollout on REN-401.

Revert: revert this commit. Nothing in the cluster depends on it.
