Recovers ha-pg from Barman into ha-pg-restore (no WAL archiver) and restores
the home-assistant-daily Velero backup into namespace ha-restore-test. Two
Jobs log the runbook C.1/C.2 checks. The /config probe is deny-all and never
runs Home Assistant. Nothing in namespace home-assistant changes.
