Adds DID 266 (ErrorDtcHistory, O3EList) for the VX3 to the open3e poll set.

Why: the internal PV-surplus EMS depends on the VX3 <-> E380 energy-meter link. That link logged a transient FailureCommunicationEnergyMeter on 2026-07-02; polling the fault log continuously surfaces any recurrence in MQTT/HA instead of only on manual inspection.

Decoding: 266 is in the vx3 base list, so it decodes via the master O3EList codec inherited through the vx3plus overlay (confirmed by the earlier manual read that returned the named fault).

Read-only (no -w). Applied via the edge-host ansible pipeline, not Flux. A follow-up HA template sensor can parse the latest DTC entry into a binary meter-fault indicator once the datapoint is flowing.
