Stage 1 of integrating evcc into Home Assistant (the house-native MQTT path, since the HA config-sync sidecar does not track custom_components so a HACS integration is not git-managed here).

What this does

Grants the evcc Mosquitto user readwrite on evcc/# (keeps read open3e/#), and sets an explicit publish topic (topic: evcc) in evcc.yaml.
evcc already auto-publishes its site state when the mqtt block is set, but the evcc user was read-only on open3e/# so those publishes were silently dropped by the broker ACL. This unblocks them.
HA will read the evcc/# topics via the full-access homeassistant user.

Next (separate PR, homeassistant repo)

A packages/evcc.yaml MQTT sensor package that consumes evcc/# — mirroring the open3e.yaml pattern. I will author it against the ACTUAL published topic names captured live from the broker after this merges (not guessed).

Deploy note

Applying this restarts the Mosquitto pod once (brief MQTT blip for HA/open3e), because the broker command/ACL changes.
