test(hermes): raise dashboard WS pong timeout to 60s

With ws_ping_interval=60 (#1385) console socket lifetimes rose from 12-23 s to 52-292 s, but uvicorn still logged "1011 keepalive ping timeout" on /api/events (11:37:42, 11:40:05Z); each such close makes the page rebuild the console. Raising the pong timeout to 60 s tells late pongs (timeouts stop) from lost pongs (timeouts continue).
