fix(cloudflare-lb-sync): point deployment at the built image 2026-10-22-1904

#1423 shipped a placeholder tag (2026-10-22-0000) that was never pushed, so the pod sits in ImagePullBackOff until image automation rescans. 2026-10-22-1904 is the tag pipeline 14713 pushed (sha256:bef768a88c7b7bd30f7fcbf3f3fecfc58e8f7ff5e08e1c5f576f8043a9465f83).
