ci(wiki-maintenance): skip the distill agent when raw/ is empty

Every night with an empty queue started a full claude run that read the directory and stopped, paying the agent's startup context and a model pick for nothing (runs 10362, 10583). Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>
