ci/woodpecker/manual/migrate-paperless Pipeline was successful
CNPG 1.29's plugin controller ONLY discovers plugin Services and
their mTLS secrets in the operator's own namespace, per
internal/controller/plugin_controller.go:

The vendored manifest installed barman-cloud into cnpg-system, which
the operator (running in database) was blind to — hence the
phaseReason "Unknown plugin: 'barman-cloud.cloudnative-pg.io'. This
may be caused by the plugin not being loaded correctly by the operator."
Rewrote the manifest to target `database` (12 namespace fields
flipped). Removed the now-orphan cnpg-system namespace definition.
Reverted the temporary --log-level=debug arg on the operator.
