ci(pick-model): newest among comparable candidates, policy in code
First live pick after #893 chose claude-sonnet-4-5 at 0.23 over
claude-sonnet-4-6: same-family models split the probability for a
mid-weight task, and "prefer newer" is a policy, not a judgment. New
scripts/ci/choose-model.sh applies it to the distribution: among
candidates within CHOOSE_MODEL_MARGIN (0.7) of the best probability the
most recently released wins; a clear best stays; NONE yields nothing.
The picker logs the top probabilities. Four policy tests added.

# Let a triage agent choose which currently-available Claude model a CI job
# should run under, given the live catalog and a one-line task description.
#
# There is NO hardcoded model id and NO hardcoded knowledge of model families
# here: the choice is made only from what scripts/ci/fetch-models.sh reports as
# available right now, judged against the task. A model released tomorrow — of
# any family, named anything — is a candidate the moment the API lists it.
#
# Run with `sh` (POSIX; intentionally not `bash`, unlike the older
# scripts/ci/*.sh helpers invoked as `bash`).
#
# Usage: MODEL="$(sh scripts/ci/pick-model.sh 'read-only weekly infra audit')"
# cat prompt.md | claude ${MODEL:+--model $MODEL} ... -p
#
# Contract: on success echoes exactly one currently-available model id on
# stdout. On ANY failure (no token, catalog fetch failed, picker misbehaved,
# choice not in the catalog) it echoes NOTHING — the caller then omits --model
# and the CLI falls back to its own configured default, so a run never dies
# over model selection and no family is ever assumed. Diagnostics go to stderr.

No prose, no code fence.
Judge the task's difficulty, risk, and nature, then weigh each available model
on its own merits — its context window, max output, and capability flags
(effort/thinking/code_exec) as a proxy for how large and capable it is, how
recently it was released, and what its name implies about its purpose. Match the
model's scale to the task: do not send trivial or mechanical work to the largest,
most capable model, and do not send hard, multi-step, or security-sensitive work
to a minimal one. Prefer a newer model over an older one when they are otherwise
comparable.
Consider EVERY listed model, including any you do not recognize — a newly
released model may be the best fit. Never assume a model that is not listed.
