Fifth broker user open3e for the Viessmann E3 CAN bridge (Vitocal 250-A + Vitocharge VX3 via open3e, read-only Phase 1).

Bootstrap Job generates mosquitto-open3e-credentials in-cluster (same idempotent pattern as homeassistant/shellies/admin/sml2mqtt)
ACL scoped to open3e/# (datapoint publishing now, open3e/cmnd listener later)
HA reads the topics via the full-access homeassistant user
