The first merge landed a broken migrate-tfstate.yml (per-line commands parsed as YAML maps due to colons). This moves the script into a block scalar. woodpecker lint passes.

ci: fix migrate-tfstate YAML (use a block scalar for the script) 3f188829cf 
The per-line commands were parsed as YAML maps because of colons in echo
strings. Move the whole script into a single block scalar.
