Adds the Hetzner bucket that will hold the OpenTofu remote state, migrated off the (now-removed-then-restored) nas-1 Garage S3. Bucket only; state copy + backend repoint follow.

ci/woodpecker/push/deploy-infrastructure Pipeline was successful
Details
a91400dd82 
Target bucket for migrating the OpenTofu remote state off the nas-1 Garage
S3 (s3.nas-1.renner.uno) to Hetzner Object Storage. State copy + backend
repoint follow in subsequent steps.
