Shelly devices aren't Ansible-managed. This removes:
- `ansible/plays/configure-shelly-ntp.yml`
- `ansible/files/discover_shelly.py`, which only that play used
- the play's mention in the `site.yml` header comment
`grep -rn shelly ansible/` now finds nothing, and `ansible-playbook --syntax-check site.yml` passes.
Shelly NTP is now not set anywhere in the repo: `shelly-manager` has no sntp handling.

Shelly devices are not Ansible-managed. Drops
plays/configure-shelly-ntp.yml, its only helper files/discover_shelly.py,
and the mention in site.yml.
