Restore test 7/9: the cluster restores its app volumes itself #1303

Part 7 of 9 (stacked on part 6). The cluster restores its app volumes itself after a rebuild: one restore-<schedule> Kustomization per Velero Schedule, each applying a Velero Restore of the schedule's newest backup. velero-backups-synced waits for the BackupStorageLocation to sync; restore-gitea runs first (Gitea is the registry for the in-house images), the others after it. Each app depends on its own restore, so it waits for its data and nothing else. A schedule without backups counts as done.

Before merge: verify what the Restores do in the running production cluster, where the PVCs already exist (expected: Velero skips existing objects). Not verified in production yet.

One Velero Restore per Schedule (kubernetes/restore/<schedule>/), applied
by Flux through a restore-<schedule> Kustomization
(clusters/homelab/restore.yaml), restoring the schedule's newest completed
backup. Every app Kustomization with backed-up volumes depends on its own
restore Kustomization, so on a fresh cluster no app starts on an empty
volume, and no app waits for another app's data. Restores the capability
952e6150 removed without an owner decision.

Gitea goes first: it is the registry for the in-house images. The gitea
Kustomization depends on restore-gitea alone; every other restore
Kustomization depends on restore-gitea, so Velero moves Gitea's data
first. Each app depends on its own: apps, audiobookshelf (libation through
it), authentik, home-assistant (matter-server, home-assistant-iot, otbr,
whisper too, same namespace and schedule), immich, influxdb, matrix,
music-assistant, navidrome, paperless, trmnl, wordpress. Timeouts follow the
data: immich 6h, audiobookshelf 3h, the rest 1h. One shared gate made
authentik wait for immich's photo library (45 minutes in restore rehearsal
run 28) and held a kustomize-controller worker all that time.

Ordering and failure handling, from Velero release-1.17 source:
- A Restore whose schedule has no synced backup yet goes FailedValidation
for good (restore_controller.go). The restore Kustomizations therefore
depend on velero-backups-synced, which is Ready once the
BackupStorageLocation has completed a sync (status.lastSyncedTime), and
which depends on the velero Kustomization (the BackupStorageLocation and
  its credentials).
- After that sync, FailedValidation with "No backups found for schedule"
means there is nothing to restore and counts as done; any other
FailedValidation, Failed or PartiallyFailed fails the Kustomization.
- A claim that already exists is skipped (csi pvc_action: "PVC already
exists"), and the Restore completes with a warning. On the running
  cluster the Restores touch nothing.
- Velero deletes a Restore with the backup it came from (30-day TTL);
Flux recreates it, and it again skips the existing claims.
- All StorageClasses bind Immediate, so the data mover does not wait for
  a consuming pod.

The velero-schedules header points at the restores instead of the manual
runbook, and bootstrap.sh's wait-apps comment says the volumes come from
Velero.

Summary

This PR adds one Flux restore-<schedule> Kustomization per Velero Schedule, each applying a Velero Restore. They are gated by velero-backups-synced and run with restore-gitea first. Every app Kustomization with backed-up volumes now depends on its own restore. The wiring checks out: every Schedule except openbao-daily (left out on purpose) has a Restore, the BSL default and Kustomization velero exist, nothing cycles, the PR is mergeable on split/06-hardware-gating at a5a1f43, and no other PR overlaps it. The open risks are how this behaves on the running production cluster, which the author also says is unverified, and that one-shot Restore objects become a standing gate in front of every app.

⚪ Unverified

  • What merging does to production. On merge, Flux applies all 13 Restores to the live cluster straight away. The commit message says, from Velero source, that existing PVCs are skipped with a warning, no DataDownload is created, and the Restore ends Completed. If that is wrong, for example a DataDownload created for a skipped claim that then hangs until defaultItemOperationTimeout: 8h (infrastructure/velero/helmrelease.yaml:69), the Restore ends PartiallyFailed. The failed expression (clusters/homelab/restore.yaml:55-58) then fails the Kustomization, and the dependency chain below blocks every app. I could not check Velero runtime behaviour from the repo. The PR body lists this as a pre-merge check that has not been done; please do it before merging.
  • Velero deleting and Flux recreating Restores. The commit message says Velero deletes a Restore when its backup expires (ttl: 720h, schedules.yaml:34), and Flux then recreates it against the newest backup. If so, production re-runs every Restore about once a month. Any PVC deleted on purpose after the newest backup would be restored again in its namespace. This is Velero/Flux runtime behaviour, so I have not verified it.
  • kustomize-controller workers. Health checks with wait: true hold a controller worker until they finish (the commit message says so too). Once restore-gitea is Ready, 12 restore Kustomizations become eligible at the same time, with timeouts of 1h, 3h and 6h. If kustomize-controller runs with its default concurrency, they could hold every worker and stall unrelated Kustomizations (monitoring, woodpecker, crowdsec, velero-schedules) during a cold rebuild. I did not find a --concurrent patch in clusters/homelab/flux-system/kustomization.yaml. I could not read the default from gotk-components.yaml.
  • CEL edge cases. The match on 'No backups found for schedule' and the order Flux evaluates failed and current in are taken from the commit message's reading of Velero and Flux source. I could not confirm either from the repo.

🟡 Suggestions

  • A failed Restore blocks apps for up to 30 days. A Restore never retries, so one that ends PartiallyFailed or Failed stays failed until someone deletes it or its backup expires. While it is failed:

    • The matching restore-* Kustomization stays not Ready.
    • Every Kustomization that depends on it stops applying new commits: gitea.yaml:24, apps.yaml:20, home-assistant.yaml:22, and so on.
    • For restore-gitea, that covers every other restore and so every app with backed-up volumes, image-automation bumps included.

infrastructure.yaml:15-24 records that this repo has already had GitOps held hostage once (the crowdsec crashloop). Failing loudly on a fresh cluster is a deliberate choice, but in steady state it turns a one-off action into a permanent gate. Options:

    • Document the fix ("delete the Restore; Flux recreates it") in the runbook.
    • Relax the gate once a Restore has ever completed.
    • At least stop making the other restores depend on restore-gitea: they only need the ordering for bandwidth, not correctness.
  • apps now waits for Gitea's restore. clusters/homelab/apps.yaml:20 puts external-dns, ical-proxy and claude-workstation behind restore-apps → restore-gitea, all for gatus's one PVC. A failed gatus or Gitea restore would freeze external-dns changes. Consider moving gatus into its own Kustomization that depends on restore-apps.

  • The commit message contradicts recorded history. It says 952e6150 "removed [the capability] without an owner decision". But 952e6150 says "Per owner decision on #200", and the last comment on #200 reads "Owner decision actioned: DELETE". This PR reverses that recorded decision (manual restore, Option B). The owner should confirm the reversal explicitly, and the commit message should be corrected.

  • The runbook was not updated. RUNBOOK-cold-rebuild.md Step 5 still says stateful apps "restore from their seed KSes / backups", while schedules.yaml:12-14 now says the cluster restores itself. Describe the new flow there: the restore Kustomizations, what a failure looks like, and how to retry.

  • bootstrap.sh timeouts are short. wait_kustomization apps … 90 and gitea … 90 (bootstrap.sh:2052-2053) allow 15 minutes. Those waits now include the BSL sync, Gitea's 60Gi data-mover restore and the gatus restore. They warn and carry on, so nothing breaks, but the timeouts are now likely to expire. Consider raising them or waiting on restore-gitea explicitly.

🟢 Nits

  • clusters/homelab/apps.yaml:23: the diff removes the file's trailing newline.
  • clusters/homelab/home-assistant.yaml:80: home-assistant-iot already gets restore-home-assistant through its home-assistant dependency on line 85. The extra entry does no harm and documents the PVC.

Tests

There are no automated checks for the new Kustomizations or CEL expressions. The real test is the restore rehearsal (part 9/9); the commit message cites run 28 for timings. Before merging, attach evidence from a rehearsal run with this exact head, showing each restore-* Kustomization reaching Ready, including the "no backups" path. Also show a dry run against production: one Restore applied by hand to a namespace whose PVCs exist, confirming it ends Completed with the skip warning and creates no DataDownload.

Recommendation

Looks reasonable — no blocking issues; comments above are optional. Still, please do the production check from the PR body, and decide how a failed Restore should be handled in steady state, before merging.
