Automated bump of the ci-claude agent image from 2.1.280 to 2.1.283.

The refresh pipeline built and pushed ci-claude:2.1.283 (and :latest) from the
latest published @anthropic-ai/claude-code. This rewires the 8 pipelines that
run the image so CI stops running a stale Claude Code.

Merging is a human decision — review, then merge to roll it out.

Approved at 541094b41d (REN-365 sweep).
Checked: diff is 14 tag swaps 2.1.280 -> 2.1.283 in 8 .woodpecker files; no numeric ci-claude pin left at head. Registry manifest ci-claude:2.1.283 returns 200 (built by pipeline 11373, REN-314). CI 11375 green (ci-manifests-test, ci-scripts-test, pr-review). Merges clean into master (22 commits ahead, none touch these pins).
Risk: CI-only; if the image is bad, agent pipeline steps fail and CI shows it; undo is one revert.
Not merged: PR body says merging is a human decision and #904 was merged by k.renner. Owner question on REN-365.
