fix: Disable CrowdSec PVCs to break Ceph circular dependency

CrowdSec is in infrastructure stage which must complete before
Ceph cluster deploys. CrowdSec PVCs need Ceph. Disable PVCs
for now — CrowdSec state is ephemeral (bouncer decisions rebuild
quickly from the crowd).
