fix(cilium): carry policyMapMax into the bootstrap inline manifest
Addresses the blocking review finding on #495. Raising bpf.policyMapMax only in the HelmRelease left the bootstrap path on the old value. kubernetes/bootstrap.sh:126 passes kubernetes/talos/patches/cilium-cni.yaml to talosctl apply-config for every node, and that manifest hardcoded bpf-policy-map-max: "16384" — so a cold rebuild would install Cilium with the map size this PR exists to fix, and stay there until Flux reconciled the HelmRelease. The sibling bpf-lb-map-max is "65536" in both files, matching the live agent config, so keeping these in sync is the repo's existing practice. kubernetes/talos/cilium.yaml carries the same key and is updated too. Nothing in the repo references that file — only patches/cilium-cni.yaml is used by bootstrap.sh — so it looks like an orphaned rendered snapshot. Syncing it rather than deleting it: whether it should exist at all is a separate question from this fix. Each of the three sites now names the others, so the next change to this value has the lockstep written down where someone will hit it. Co-Authored-By: Claude Bot <claude-bot@renner.uno>
